It was because of the old air conditioner. Since then I lived in many apartments, and my bill never ever got close to double digits. He's also agreed to put a meter in my apartment so that I can be sure how much of the bill is mine when a new tenant moves in downstairs. Don't know about the power thing, though. Good thing your landlord is a decent guy.
